SUBSTANCE: reservoir has closed envelope formed by upper and lower panels 2 and 3, respectively. Envelope is provided with fill-and-drain neck 4 on cover 5 of man-hole. Neck 4 is arranged on upper panel. Device 7 designed for increasing completeness of draining with through holes (channels) is installed inside envelope. Device 7 is made in form of spatial rigid structure secured over perimeter of man-hole and provided with radial holes (channels) to pass liquid in its side walls. Overall dimensions of device are chosen depending on diameter d of fill-and-drain neck and outer diameter D of ring 6 fastening man-hole cover 5.
