FIELD: liquid fuel production. SUBSTANCE: fuel represents at least two-phase liquid emulsion with water whose continuous phase is based on hydrocarbon fuel with 2 to 30 vol % alcohol and 0.3 to 1 vol % nonionic emulsifier added. According to invention, hydrocarbon fuel is selected from the group including: straight-run gasoline, diesel fuel, kerosene, gaseous hydrocarbon- containing fuel, synthetic hydrocarbon-containing fuel, biomass-origin fuel, and their mixtures. Content of water is higher than 40 and reaches 80 vol %. EFFECT: increased stability and reduced outside-engine inflammability. 8 cl, 3 dwg
