FIELD: communication via low-earth orbiting satellites. SUBSTANCE: method involves providing receiver of signals from ground station and transmitter of signals to user sets for each satellite, detection of possibility of allocation of new communication channel for satellite with maximal elevation angle; in the positive case, allocation of new channel to satellite with maximal elevation angle, in the negative case, detection of possibility of allocation of new communication channel for satellite which elevation angle is next to maximal; in the positive case, allocation of new channel to satellite which elevation angle is next to maximal. Possibility of allocation depends on number of communication channels and/or power output of satellite beam. In preferable embodiment, user sets use diversity reception.
