FIELD: communication equipment. SUBSTANCE: method applies to retransmitters with duplex signal transmission lines between at least one satellite and at least one ground station. Method involves transmitting plurality of signals through Earth- satellite link, assigning at least one of those signals as reference signal, receiving plurality of signals by satellite, transmitting them back with decreased frequency, receiving signals, measuring attenuation, and tuning power of plurality of signals transmitted by ground station. Satellite communication system has units for receiving and transmitting signals, satellite, plurality of ground user terminal sets, at least one reference signal receiver in order to measure signal attenuation, units for tuning transmitted power according measured attenuation value.
