FIELD: rail transport equipment ensuring comfort in passenger cars. SUBSTANCE: system has main line incorporating turbocompressor air charger and compressor, main heat-transfer apparatus, moisture separator, adjustable throttling device, turbocompressor turbine, and mixing chamber communicating with car, all arranged in tandem. System also has bypass line incorporating one more throttling device providing communication between turbocompressor inlet and its outlet through mentioned mixing chamber. Bypass line communicates at inlet with atmosphere and at outlet, with mixing chamber. In addition, system is provided with second air charger mounted in main line in tandem with first air charger, two check valves installed upstream of bypass line throttling device, and condensing heat-transfer apparatus mounted in main line between main heat-transfer apparatus and moisture separator. Outlet of first air charger and inlet of second one communicate through communication line with bypass line. Blowing space of condensing heat-transfer apparatus communicates with mixing chamber directly at inlet and through line incorporating high-pressure blower, at outlet.
