FIELD: conversion of wave and wind energy into electricity. SUBSTANCE: plant has surface platform, vertical bearing mounts, floats, and rocker arms. Each rocker arm is hinged at its inner end to platform bottom and has shock- mounting springs in joint; its portion not projecting beyond platform is hinged to vertical toothed rack. The latter engages gear mounted on outer shell of reversing free-wheel clutch whose output shaft is coupled with inertial pulley and rotates unidirectionally. Sealed hollow cylinder is vertically installed under platform in center; it partially extends above wave level and is coupled with immersed ballast weight by means of rod connected through hoop and anchor cable to bottom weight. Each float is hinged with rocker arm and has disk with immersing weight at its bottom; damping plate horizontally mounted under immersing weight below wave level is rigidly coupled with closest supporting mount. Pole-mounted windmill electric generating unit incorporating two vertical-shaft windwheels rotating in opposite directions is arranged above platform.
