SUBSTANCE: drive has drum with belts positioned on its surface and connected with mouth stock suspension by hitching device, and hydraulic drive of rotary hydraulic engine positioned within drum. Hydraulic drive has electric engine with flywheel, hydraulic mechanism, and program controlled working volume serving as pump and hydraulic engine for accelerating of flywheel. Working volume of hydraulic mechanism is varied in accordance with sinusoidal dependence during lifting and lowering of stem. Rotary engine has fixed shaft with teeth and yoke-shaped blade with inner roller, and hollow gear with rotational spindle mounted on covers of rotary hydraulic engine.
