Salient feature of invention consists in insertion of phase fiber-optical measurement system, electrodynamic damping, system eliminating ambiguity of readings made of resistor, mirrors anchored on end faces of inertial mass, light guides 10 with open receiving extremities 15 with translucent coats covered by mirror coats, optical connectors/disconnectors of second light guides, analog-to-digital converter, microprocessor, optical radiation generator generating two harmonic waves, photodetector. Photodetector has optical multiplexer, optical detectors, analog-to-digital converters and unit determining phase.
