SUBSTANCE: method involves treating cation-exchange resin and anion-exchange resin in ionic forms with at least one solution containing cation-exchange resins and anion-exchange resins, which are normally contained in fertilizers; directing basic water through succession of treated cation-exchange and anion-exchange resins. Apparatus has ion-exchange unit with two vertical columns filled with cation-exchange resin and anion-exchange resin, respectively, and provided with upper and lower branch pipes. Lower branch pipe of each column is connected with upper branch pipe of other column via pipeline provided with valve. Apparatus is further provided with two solution supply units, basic water supply pipeline, concentrate discharge line and ready product discharge line.
