FIELD: wind power engineering. SUBSTANCE: proposed device provides-using of energy of wind and ascending air currents and can be used at designing and erection of thermal-wind power plant. Device has pressure pipe and wind electric generator with windwheel installed coaxially with central shaft of mine. Energy accumulator is installed in base of pipe. Electric generator windmill has inertia mass secured in periphery part of windmill. Device is furnished with two coaxial self-contained inerta lower and upper windwheels. Axes of rotation of generators are arranged coaxially and/or square to corresponding windwheels. Lower windwheel is not coupled mechanically with electric generator but is furnished with pneumatic motor mounted coaxially with lower windwheel and made in form of pneumatic chamber. Jet device in form of diametrically arranged nozzles of opposite direction is arranged in periphery zone of pneumatic chamber. EFFECT: increased efficiency of thermal-wind power plant owing to increasing power output by optimal utilization of useful working space of pressure pipe. 5 cl, 4 dwg
