FIELD: cleaning of metal surfaces in vacuum at different stages of process, particularly, for removal from article surfaces of oxide films (scale, rust), process lubricants, coatings and other impurities; applicable in metal working branches of industry. SUBSTANCE: method is realized by treatment of moving article with arc discharge in vacuum. Article is moved over distance multiple to distance between circular electrodes which is selected to be multiple to article length. Device for realization of claimed method has solenoids, rectifiers, circular hollow electrodes, welding rectifiers, electrical arcs, oscillators, chokes, cleaned pipe, vacuum chamber, cover of vacuum chamber, vacuum treatment system, pipe moving unit, hollow airtight body and plugs, rod or connecting plugs.
