FIELD: textile industry. SUBSTANCE: formed threads are coated by first finishing layer containing at least one cationic agent, in particular, quaternary ammonium salt, and stretched. Second finishing layer is then applied in the form of dispersion containing at least one hydrophobic oiling agent: fatty acid amide condensation product or hydrocarbon wax. The second finishing coating can contain polydiorganosiloxane up to 15 wt %. Threads are imparted sinuosity to and cut into staple fibers. Such fibers can be hackled with very high velocities and are suited to manufacture thermally joined nonwoven materials with dry water-repelling surface providing running-off up to 100% and repellency up to 6.5 cm water column.
