FIELD: building, namely manufacture of enclosing constructions having intermediate heat insulation layer. SUBSTANCE: method comprises steps of placing lower layer into form subjected to vibration; preparing intermediate layer of sieved through sieve and water large pellets of claydite with size 20-40 mm; successively agitating pellets at first with water until covering the whole surface of pellets by water and then with cement until forming cement pulp on surface of pellets; placing prepared porous claydite-concrete in form without vibration and overload; placing upper layer of concrete without vibration and overload. Three-layer wall panel system includes flexible links arranged in polyvinyl chloride pipe and secured to rods of reinforcing nets by folded turns in order to form three-dimensional reinforcing framework. EFFECT: simplified method, elimination of deformation trend at making heat insulation layer, simplified design of links of constructive layers of panel, increased service life period of material of flexible links. 2 cl, 1 dwg
