SUBSTANCE: according to the method, each user has card, which is used for information transmission by means of double-frequency sound frequency code through microphone of telephone set by preliminary established connection. Goal of invention is achieved by availability of n information input devices and commutators. In addition data input device is designed as user card, which has keyboard, microcontroller with memory, digital-to-analog converter, and acoustic emitter. Invention provides possibility to express user's opinions (in referendum or poll) and to take part in elections without making a visit to polling places using arbitrary telephone equipment, such as satellite communication, cellular phones, public pay phones, computers.
