FIELD: metallurgy, particularly, production of electrical-sheet used in manufacture of electric motor magnetic circuits. SUBSTANCE: method includes melting, hot rolling, pickling, cold rolling, decarbonization-and-recrystallization annealing. In so doing, annealing temperature after cold rolling is determined with consideration of content of silicon and phosphorus from relation t = 500 +172.7[Si, %] - 276[P, %] ± 10 C with silicon content variation within 2.7-3.2% and phosphorus within 0.03-0.08%. EFFECT: higher level of magnetic properties of steel due to structure-texture state obtained by alloying with phosphorus. 2 tbl
