SUBSTANCE: device has first pulse generator 1, light source 2, directed optical coupler 3, optical receiver 4, first and second scaling units 5 and 8, directed emitter of probing electromagnetic signals 6, first electromagnetic signals receiver 7, memory and comparison unit 9, displaying unit 10, first receiving antenna 11, optical fiber 12, electromagnetic pulse source 13, which has second receiving antenna 14, second electromagnetic signals receiver 15, switching member 16, pulse generator 17, directed emitter of electromagnetic signals 18. Said method involves moving source 13 with given step size along optical cable installation path, measuring delay time for destruction point of optical fiber, detection of monotonous piece of function of delay time from distance along installation path, moving source 13 about this piece and measuring delay time. Finally, destruction point is detected by position of source 13 when measured delay time is equal to delay time value for destruction point.
