SUBSTANCE: device has reference frequency oscillator 1, which output is connected to first input of AND gate 3, which second input is connected to direct output of first flip-flop 2, and which output is connected to counting input of pulse counter 4, which information inputs are connected to outputs of program unit 6, which initial setting input is connected to reset inputs of second and third flip-flops 7 and 8, and is connected to inverse output of first flip-flop 2, which clock input is connected to control bus and first input of OR gate 5, which output is connected to control input of program unit 6 and storage input of pulse counter 4, which output is connected to setting input second flip-flop 7, which clock input is connected to output of AND gate 3. Data input of flip-flop 7 is connected to logical zero. Output of flip-flop 7 is connected to first output bus, second input of OR gate 5 and clock input of third flip- flop 8, which output is connected to second output bus.
