SUBSTANCE: apparatus has feeder 1, working table 3 and supporting platform 5 remote from table 3. Feeder 1 has V-belt drives 6, 7, whose driving runs are joined in initial position and driven pulleys are arranged in vertical position above working table 3. Driving pulleys 12, 18 are mounted on horizontal shafts 13, 17 above and below supporting platform 5. Disk cutter 4 with cutting edge 20 is positioned on cantilevered part of upper drive shaft 13.
