FIELD: cellular communications. SUBSTANCE: communication system has low-orbit satellites characterized by communication channel distribution among users in cells. Each userТs device is programmed by class identifier incorporated in it. When it is desired to limit satellite lock-on by certain limited class or combination of classes, such as when heavy loads are handled, satellite relays list of identifiers of requested classes to enable access to communication system for non-inhibited class only. Method uses data on real-time cell loading and on preceding cell loading based on earlier experience and can be programmed for limiting access to give priority to emergency radio communication services in case of accidents.
