FIELD: ferrous metallurgy, particularly, production of steel stainless materials with layer structure from low-alloyed stainless steels, for instance, for roofing, to high-alloy high-temperature steels, for instance, for thermal and nuclear power engineering. SUBSTANCE: material includes base, transition and surface structural layers containing chromium in base layer in amount of 3 wt.%, and from 6 to 25 wt.% in surface layer. Material is distinguished by the fact that silicon is contained additionally in base layer in amount of 1.5-7.0 wt.%, in transition layer in amount of 0.5-7.0 wt. %, and in surface layer up to 6.5 wt.%. Silicon and chromium ratio meets the requirements given in the invention description. Method of material production includes production of bimetallic blank with surface layer from stainless steel containing chromium, heating, hot rolling and thermomechanical treatment of rolled product.
