FIELD: metallurgy, more specifically, processes of steel melting in converter. SUBSTANCE: method includes supply to converter of iron charge in form of liquid iron charge in form of liquid iron and scrap; slag forming material; top blowing of melt with oxygen through submersible lance, changing lance position above melt level in still state and oxygen consumption. Time of lance lowering from initial position at the beginning of blowing to operating position at beginning of melt decarbonization is determined by given relationship. Supplied to converter is highly basic sinter with basicity, mainly, of 2-5. Highly basic sinter contains, wt.%: SiO2 3-6; CaO 10-30; MgO 2.0-6.5; Al2O3 0.5-1.5; Mn 1-4; FeO 12-18; Fe2O3 45-55. Amount of scrap is established equal to 0.14-0.30 and highly basic sinter equal to 0.007-0.07 of amount of liquid iron. Amount of highly basic sinter is dependent of phosphorus content P1 in liquid iron and its content P2 in metal turning-down K1, and determined by relation C=K3(P1-P2).
