FIELD: plants using energy of air mass for power generation. SUBSTANCE: rotor has blades, flywheels, and shaft; novelty is that each blade is secured on flywheel by means of horizontal flapping hinge enabling its independent deflection from plane of revolution and torque transmission from blade to flywheel and further to shaft. Such design provides for reducing axial pressure of air stream on windwheel and for limiting rotor pick-up at atmospheric gusts.
