SUBSTANCE: proposed plant includes air unit for forming oxygen-enriched flow, line for delivery of oxygen flow and starting hydrocarbon flow to transportation partial oxidation reactor including partial oxidation zone for substoichiometric oxidation of carbon settled on circulating particles, riser for receiving mixture of starting hydrocarbon flow and products from partial oxidation zone, forming exit flow containing hydrogen, light hydrocarbons, carbon monoxide and carbon dioxide and settling of carbon on particles of flow escaping from riser and separating zone for withdrawing particles for recirculation to partial oxidation zone and forming gas product containing no particles; waste-heat steam boiler for recovery of heat and cooling of gas product from transportation reactor; filter for with-drawing particles from cooled gas product and forming gas product containing no particles; recirculation line for circulation of water to gas product quenching tower; unit for separation of hydrogen and extraction of quenched gas product to oxygen-enriched flow and light hydrocarbon flow; regulator for control of rate of oxygen flow to partial oxidation zone and maintenance of temperature of flow escaping from riser between 870 C and 1090 C depending on change in flow rate and carbon composition of starting hydrocarbon flow for maintenance of amount of carbon settled on particles between 0.5 and about 40% by weight relative to circulating particles.
