FIELD: road-building materials. SUBSTANCE: bitumen is mixed at heating with rubber-containing component: 11-17% rubber or rubber waste solution in amount 0.1 to 10% based on the weight of bitumen. Rubber-containing component is prepared in two steps: in the first step, organic solvent with flash point no lower than 620 C is used in amount 1/3 total calculated amount of solvent and process is conducted at temperature not superior to 250 C for 1 h; in the second step, remaining 2/3 calculated amount of organic solvent with flash point no higher than 280 C is added and dissolution process is resumed at temperature 90-100 C at stirring for 10-11 h. EFFECT: enabled preparation of high-homogeneous binder with good physico-chemical characteristics and reduced fire risk of preparation procedure. 1 dwg, 1 tbl
