SUBSTANCE: tool includes stem, small-thickness plate mounted on stem, spring-loaded cutting members and limiter of cutting member motion. In order to simplify design of cutting tool small-thickness plate has a large number of teeth. Cutting members are in the form of elastic teeth of said plate, teeth are bent towards stem with formation of nose angle less than 180 degrees. limiter of cutting member motion is mounted on stem; it may be in the form of washer.
