FIELD: heat-power engineering, thermal power stations and boiler plants. SUBSTANCE: proposed plant includes decarbonizer with starting water and decarbonized water pipe lines connected to it and fan which is connected with decarbonizer by means of air duct. Starting water pipe line is also connected with preheater connected in its turn with heating medium pipe line. Plant is provided with air flow rate regulator and starting water temperature controller connected with sensor showing concentration of free carbon dioxide in decarbonized water and with control members found in heating medium pipe line and air duct. EFFECT: enhanced economical efficiency and improved quality of operation of plant due to maintenance of optimal magnitudes of flow rate of air fed to decorbonizer and starting water temperature in varying modes of operation. 1 dwg
