FIELD: carbon materials. SUBSTANCE: carbon is treated with 1.0-10.0% alkali solution, then with 0.2-10.0% nitric acid, rinsed, and dried. After drying, carbon can be calcined at temperature from 135 to 950 C in inert of weakly oxidizing atmosphere or at 135 to 350 C under air or water steam atmosphere, or in emission gas medium. Rinsing of carbon can be effected with ammonia solution at pH 4- 10, and, in this case, dried material is calcined at 135 to 950 C in inert gas or emission gas medium.
