FIELD: building materials industry, more particularly manufacture of wall and heat- insulting products and structures. SUBSTANCE: composition comprises cement, waste ash from thermoelectric plant, alkali additive, gas producer additive, e.g. aluminium powder, hardening agent and tempering water. Alkali additive and hardening agent include sodium sulfate, ratios of components being as follows, wt %: cement, 25.6-32.8; waste ash from thermoelectric plant, 32.7-41.0; aluminium powder, 0.10-0.26; sodium sulfate, 0.51-0.66; and tempering water, the balance. Method comprises preparing plastically viscous raw mix from components mentioned above, preactivating waste ash from thermoelectric plant, swelling raw mix, hardening during evaporation or under normal cordinations, activating waste ash fro thermoelectric plant during combined grinding of all dry raw mix components for 20 to 40 minutes. Prior to grinding operation, dry components of super imperplasticizer C-3 in amount of 0.7-1% of cement weight is added to mix of dry superplasticizer C-3 components, and sulfanol surfactant is added to tempering water in amount of 0.2-0.5% of tempering water.
