The paper sacks with the powder weight are ring-shaped with one or more sections and placed on the lateral surface, with the lateral deformation not exceeding 0.7. The lower rows of the transporting bags with powder weights are placed on the lateral surface, with the lateral deformation not exceeding 0.3, and the upper transporting bags with powder weights are installed vertically, with the lateral deformation not exceeding 0.2, the lateral deformation of the upper transporting bags with powder weights is fixed by inserted pieces; the inserted pieces are made of packing with a flame-quenching additives.
