Given device provides for stable extraction of legitimate signal from mixture of channel noises and parasitic speech signals with the aid of frequency selection of input signal, for isolation of two frequency components with maximum level, for computation of ratio of level of these two components to summary level of other components, for evaluation of power of signal in information band of frequencies, for evaluation of ratio of first and second maxim of frequency components and for evaluation of sign of increment of sum of two greatest frequency components.
