FIELD: chemistry of polymers. SUBSTANCE: described is polymeric composition for substrate of sticky electroinsulating tape comprising suspension polyvinyl chloride, phthalate plasticizer, metal-containing stabilizer, stearic acid, chalk, pigments and diphenylol propane. Composition further comprises dioctyl sebacinate and synthetic rubber, ratios of components being as follows, wt parts: suspension polyvinyl chloride, 100; phthalate plasticizer, 35-50; metal- containing stabilizer, 2.0-10; stearic acid, 0.5-1.0; chalk, 5.0-20; pigments, 0.3-1.5; diphenylol propane, 0.3-1.0; dioctyl sebacinate, 5.0-20; and synthetic rubber, 3.0-30. EFFECT: higher stickiness, higher frost resistance and greater strength when peeled from metal, other physico-mechanical characteristics of sticky electroinsulating tapes remaining unchanged. 2 tbl
