FIELD: GAS AND OIL PRODUCING INDUSTRY. SUBSTANCE: invention can be used for burning of high-pressure disposal gases in flare plants in process of production and refining of oil or natural gas. Proposed disposal gas flare plant has torch burner with burner arrangement on gas pass duct in housing of which shell is installed forming outer and inner gas outlet channels. According to invention, shell is made biconical, in form of straight truncated cones with common base. Outlet section of shell is made in form of conical nozzle, and inlet section is formed by conical surface with apex angle not less than 15 deg. Cone-shaped shells-turbulators are installed coaxially in inner channel in height of shell inlet section, bases of shells0turbolators being secured on side surface of shell, and circumferences of contractions of passage sections are arranged at side of outlet cut and lie on conical surface congruent to conical surface of inlet section of shell connected with housing by means of ring bottom with gas outlet holes whose summary area of passage sections is equal to 0.1 - 0.3 of area of inlet passage section of burner arrangement. Outlet cut of inner channel is located higher than cut of burner arrangement housing provided with wind guard hood installed for forming ring clearance with housing. Stand-by burners are installed between cuts of outlet section of housing and shell and over cut of wing guard hood.
