FIELD: measurement technology. SUBSTANCE: invention can find use in development and manufacture of instruments and systems for stabilization, navigation and topographic referencing of ground objects. System is composed of azimuthal and horizontal units carrying gimbal suspension, gyroscopic sensitive elements, angle-data transmitters, torque generators, tilt transmitters, amplifiers, angle-to-code converter. System is inserted with commutation devices, digital-to-analog converter and digital unit which makes it feasible to reduce considerably systematic and dynamic components of error of leveling system, to increase accuracy of determination of tilt angles of object, to enhance accuracy of determination of true azimuth and consequently to increase precision of stabilization, navigation and topographic referencing systems of ground objects.
