FIELD: heat, power, chemical, oil producing and oil refining industries, sanitary engineering, housing and public utilities; applicable in processes of gas cleaning, heat and mass transfer in endo- and exothermic reactions with participation of liquid and gaseous substances. SUBSTANCE: universal foam heat exchanger has body, gas inlet pipe, reaction chamber, cold water inlet pipe for reaction chamber, pipes of longitudinal and transverse heat exchangers. Pipes of longitudinal and transverse heat exchangers are located in foam layer with successive alternating of their horizontal rows which are installed at angle of 90 dwg one above another. This makes it possible to separate all volume of foam layer in reaction chamber into equal-sized honeycombs whose walls form rows of tubes of longitudinal and transverse heat exchangers. These tube are thinned out in height of foam layer and when they, are washed with foam layer, operate as wave suppressers and prevent swinging of foam layer and formation of wave regime in volume of reaction chamber irrespective of its overall dimensions in plan.
