FIELD: powder metallurgy, particularly, cutting tool for machining, milling, drilling, etc. SUBSTANCE: cutting tool plate contains backing made from hard metal with, at least, two wear resistant coatings also with external ceramic coating. The coating placed under the ceramic coating is made from carbon-nitride metal with atomic ratio of nitrogen to carbon from nearly 0.7 to nearly 0.95. The carbo-nitride metal forms projections turned to the ceramic coating and meant for enhancing coalescence and fatigue strength of the ceramic coating. Method of producing cutting tool plate contains covering with nitride titanium coatings, carbo-nitride and ceramic coatings due to chemical deposition from a steam. During chemical deposition of carbo-nitride layer from a steam reagents are fed at the nitrogen-carbon atomic ratio in the range between 0.75-0.95. Carbo- nitride layer forms projections for enhancing cohesion of ceramic coating.
