FIELD: nuclear power engineering; direct nuclear- to-electrical energy conversion. SUBSTANCE: controlled quantum reactor used in construction of new type of power plants whose operation is not associated with situations detrimental to environment due to absence of radioactive wastes and ionizing radiation harmful for inhabitants has vacuum chamber accommodating active-medium holding vessel; accelerated electron source for irradiating this active medium that functions as electromagnetic energy source; and control device incorporating two control members placed at least partially above active- medium holding vessel; each control member is, essentially, electricity conducting billet with at least two ends; control device is made in the form of single-turn inductance coil mounted so that accelerated electrons can easily pass through its inner space. Electrical energy generation method includes irradiation of source product with accelerated electrons, maintenance of its mass in liquid phase, bringing-up of this mass to critical value for producing active medium that functions as electromagnetic energy source, conversion of electromagnetic energy into electricity by means of inductance coil, and control of reactor.
