SUBSTANCE: device includes cross-piece with cargo slings at ends which is connected to flying vehicle lock by means of intermediate members, azimuthal orientation system connected with cross-piece for transmission of torque; it is made in the form of ring rotatable around axle of cargo suspension and connected with flying vehicle by means of flexible and elastic couplings. Device is provided with tractive flexible member, two drive mechanisms and at least one snatch block; flexible and elastic couplings are secured to snatch block; tractive flexible member embraces snatch block by its center part and by its runs embrace ring over external surface in head-on directions; each free end of tractive member is connected to one of drive mechanisms.
