FIELD: organic synthesis catalysts. SUBSTANCE: allyl chloride production waste containing, %: 1,3-dichloropropene, 30-50; 1,2- dichloropropane, 30-60; and 1,2,3-trichloropropane, 3-5; is treated with diethylamine or diethanolamine at 50-55 C and 90-100 C, respectively. Reaction mixture is then treated with 25-35-% NaOH aqueous solution, organic phase is separated, and allyl chloride is added to it at 45 C and stirring in stoichiometric amount relative to starting 1,3-dichloropropene. Quaternary ammonium salt obtained is dissolved in minimum desalted water. Organic phase is removed to give 50-60-% aqueous solution of quaternary ammonium salt, to which ROH alcohol additive is added. 1,2-Dichloropropane is then isolated from organic phase employing known techniques. EFFECT: reused waste, reduced catalyst cost, and eliminated use hard-accessible benzyl chloride, benzyl alcohol, and triethylamine in catalyst preparation process.
