SUBSTANCE: has cylinder whose base has holes; it is also provided with inlet and outlet branch pipes and inner cylinder with stiffeners. Ultra-violet lamps are placed in covers made from material transparent to ultra-violet radiation; they are located in circular clearance between envelopes in parallel with their generatrices; they are received by holes in base of outer envelope. Lamps in circular clearance are arranged over concentric circles; inlet and outlet branch pipes are located coaxially relative to envelopes and units for forming flow are located on outer of inner envelope; they are made in form of straight and/or concave blades turned at angle relative to guide.
