FIELD: igneous processing of chlorine-containing organic agents; utilization of industrial wastes for production of hydrochloric acid in form of commercial product. SUBSTANCE: proposed method consists in burning mixture of chlorine- containing agents with fuel and oxygen in first zone of three-zone reactor at 1900 to 2900 C at ratio of oxygen: (chlorine-containing agent-fuel) equal to 1.95 to 2.0, pressure of 3 to 3÷8•105 Pa and holding time of 2 to 10 msec followed by two stage hardening of combustion products with water; first stage of hardening is conducted at boundary of 1st and 2nd zones at temperature reduced to 100-1200 C for time lesser than 1 msec and holding time for 3 to 5 msec; second-stage hardening is performed at boundary of 2 nd and 3 rd zones at temperature reduced to 130-230 C for 2 to 3 msec; vapor-and-gas mixture escaping from reactor is condensed and water condensate thus obtained is directed for rectification together with absorbed hydrogen chloride for production of hydrochloric acid in form of commercial product. Device proposed for thermal decontamination of chlorine-containing agents includes burning unit in form of three-zone reactor with head at the end of reactor for feeding the components of working mixture and outlet hole in form of critical flow nozzle located on end of reactor opposite to injector head dividing 1st and 2 nd zones of reactor; it is provided with injectors for introducing hardening water which are located around its critical section; 2 nd and 3 rd zones of reactor are separated by hardening water injectors located over circumference of lateral wall of reactor. Device is additionally provided with gas separation and rectification units. EFFECT: enhanced efficiency; avoidance of toxic emissions; complete utilization of emissions. 11 cl, 1 tbl, 2 dwg
