Cylindrical body has hollow piston accommodating DC supply source. Provided on piston bottom part is vessel separated by ion-permeable diaphragm into two chambers accommodating insoluble electrodes connected with DC source. Said invention allows leading of stable and metastable properties within wide range, to solutions that may be used in various activities of man. Particularly, said technical solution relates to portion plants for improvement of quality of potable water and for preparation of various solutions for sanitary and technical purposes under household conditions. It may also be used for presowing treatment of seeds, treatment of vegetables and fruits before their storage, and for treatment of animals.
