The device for turning the base is made of cam mechanism with the base as its outlet member. The actuating mechanism has five members and contains slider-crank mechanism and outlet members provided with jaws. The outlet members are connected to the slider. The slider-crank mechanism is made of non-central mechanism with variable eccentricity. The slider is movably connected to the turning base.
