FIELD: public health policy. SUBSTANCE: method consists in determining concentration of tyrotropin in dry heel blood stain taken from all new- born population in the region. When tyrotropin concentration is equal or superior to its threshold value, one more determination is performed on the same blood sample. If the primarily determined concentration is confirmed, primary hypertyrotroponemia is stated and environmental condition in the region is predicted from relative rate of primary hypertyrotroponemia.
