Mentioned particles are preferably bound with surface of substrate S through diffusion layer DL. Used as layer incorporating dispersed carbon particles may be deposited layer in which graphite particles GP or carbon-black aggregates CA are dispersed; it may be also layer formed due to thermal decomposition of organic components in dye that incorporates dispersed carbon particles and is applied to surface of substrate S. As carbon particles free from oxide films are held on surface of acid-resistant stainless-steel substrate S, contact resistance of separator is rather low.
