FIELD: ferrous metallurgy, namely change of physical properties of steels by deformation, possibly by deformation; plastic working of blanks and parts of highly loaded steel constructions. SUBSTANCE: method comprises steps of heating blank until temperature higher than AC3; performing plastic deformation of blank in temperature range (100-400)C by one or several stages at stepwise temperature reduction until providing final size of grains Dkp. For steels characterized by phase conversion or secondary phase segregation in above mentioned temperature range directly after each deformation stage at temperature higher than temperature of last phase conversion or of secondary phase separation, cooling is performed at normalized rate in order to prevent pearlite conversion or to suppress secondary phase segregation. EFFECT: production of wide assortment of steels with small-grain structure, mainly with submicrocrystalline structure. 11 cl, 5 dwg, 1 tbl
