FIELD: metallurgy, in particular, plastic working of metal, instrument making, space engineering and medicine. SUBSTANCE: method involves preliminarily processing blank; providing cold rolling and annealing. Preliminary processing is conducted on structure with submicron grain size. Rolling is conducted for several passes until semi-finished product of predetermined thickness or hardness is produced. Annealing is provided before rolling process and/or between passes at temperature below initial recrystallization temperature tir with reducing of hardness by value, which is compensated during following rolling process. Homogeneous structure with submicron grain size in blank to be processed is formed by means of various intensive plastic deformation processes. Method is used for manufacture of high-strength thin sheets, tapes and foil from commercial titanium. EFFECT: provision for manufacturing of submicron crystalline sheet semi-finished products with improved strength and fatigue properties, homogeneous structure and low planar anisotropy value. 7 cl, 5 dwg, 3 tbl, 4 ex
