FIELD: electrical engineering. SUBSTANCE: electric heating burner has cast metal case with grooves and solid effective surface that accommodates heat insulator of refractory insulating material holding electric heater within its mass and placed under effective surface of burner. Heat insulator is double-layer arrangement with layers alternately press-fitted into body; electric heater is arranged between heat insulator layers in grooves made in first layer. Refractory insulating material of first layer is made of composite material incorporating quartz sand SiO2, in the amount of 55-70 mass percent as base as well as curing and water-repelling additives. Refractory insulating material of second layer is made of composite material incorporating curing and water-repelling additives and base in the form of mixture of quartz sand SiO2 and periclase MgO amounting to 55-70 mass percent or mixture of quartz sand SiO2 and synthetic corundum Al2O3, amounting to 55- 70 mass percent.
