SUBSTANCE: device for transmitting common-user channel message in multiple-access communication system incorporating provision for code division of channels has base station transmitter incorporating definite-channel transmitter for yielding channel signal with second transmission power during predetermined time interval and generating channel signal with first transmission power during remaining time, and common-user channel transmitter for transmitting common-user channel message during assigned slot, as well as mobile station receiver; supply voltage is passed to receiver during time interval when definite-channel signal passing at second transmission power is received and during assigned slot for turning on the receiver; receiver supply voltage is turned off during remaining time interval to provide for receiver operation in inactive mode.
