FIELD: chemical technology. SUBSTANCE: invention relates to production of heat-insulating materials that can be used building articles and constructions making. Invention describes a binding agent for heat- insulating material comprising polyisocyanate, water glass, tertiary amine or a mixture of tertiary amines as a hardening catalyst taken in the following ratio of components, mas. p. p.: polyisocyanate, 100; water glass, 20-70; hardening catalyst, 2-3. Invention describes also a method of producing heat-insulating material by mixing polyisocyanate with hardening catalyst and with a mixture of water glass with fibrous filling agent followed by its hardening. Mass ratio of fibrous filling agent to binding agent = 100:(50-200). EFFECT: decreased cost of heat-insulating materials, enhanced fire safety, retained high heat-insulating and strength indices. 2 cl, 2 tbl, 10 ex
