SUBSTANCE: components are mixed and simultaneously treated with alkyl halide silane liquid to form composition containing, wt %: potassium chloride 93.8-96.0, carbon white 3.5-5.0, and alkyl halide silane liquid 0.5- 1.2. Diammonium phosphate is dried, ground to specific surface 3000-5000 sq.cm/g, treated with alkyl halide silane liquid in vapor phase at temperature from 20 to 68 C, held at 55-65 C for at least 3 h, and cooled to ambient temperature. Composition is then combined with treated diammonium phosphate at weight ratio 80:20. EFFECT: enabled extinguishing of fires of all categories. 2 tbl
